Why is (A) as an architect led design-build team not a correct answer here?

usually, design-builds are contractor lead (the prime) who hires the architect as a consultant. they do this because architects cannot perform construction...if they were to choose option (A) instead of (E), the owner would need two separate contracts - one with architect, another with contractor - which would follow under the traditional design-bid-build. simply because the consulting contractor that the architect hired cannot perform construction work. (they are not the builder, the owner would have to hire the builder.)
i missed this question as well and did some heavy research into it. these are just my thoughts and how i understand the question.

I think the key here is that the question says that the responding entity should include a complete bond, that's something a construction company carries as guarantees for the owner. For that reason alone, it cannot be architect-led design build.
