Why is the answer not D? D also does not impact vegetation and drainage but has better visibility from the street. It has street presence and can be viewed from both streets in question. B has no street presence.

  Option D (Building Location) meets all the stated criteria except the highlighted portion, Yes, the building itself has higher visibility from one of the streets at Option D, but building visibility is of secondary importance than the parking.

  Option C would conflict with Landscape. Option D is better for visibility of parking lot. Option A creates extra work for drainage.

  It's just a matter of crossing out the bad options from the description. Option B is the only one left. This is a classic question that doesn't really make sense in real life, but only to NCARB situations.
