    Well, I see you've had no takers, so I'll post.  The answer is a single-ply roofing material (and there are a bunch of types of single-ply materials). Single-ply roofing is more resistant to the damaging effects of weather.  If a ballasted EPDM roof is one of the choices, I'd pick that.  If not, it'd be one of the other single-ply options.  Read up on roofs.  See Table 22.3 in the new Ballast Exam Review Guide, and read 22-18 thru 22-23.  This is a question that forces you to synthesize multiple pieces of information - a flat roof AND cold weather.  Hope this helps!

    Thank you Rebekka, I passed and didn't really see this question. But, I do think it's an important consideration in evaluation versus memorization. To know the situation versus just remembering the terms has helped me tons.
