Question about scheduling tests and the new format.
In previous Webinars you have said that when candidates schedule an exam the actual exam we will be taking is assigned at that moment. (This was described in a discussion at the beginning of the Prometric closures about the retest wait time.) If I schedule an exam today for a date after November 16 which version of the exam (long or short) and what test procedures (standard break or flex break) would be assigned? My understanding is that a current ARE5.0 exam (not the new version) would be assigned since the new tests have not launched and therefore the current test procedures would apply. How is NCARB handling this transition?

First hand feedback. Unfortunately the relevancy to answer your question is no longer, but more me venting.
Short answer- Anything after Nov. 16th is the new shorter, differently formatted new test
Longer answer-
I assumed that I was going to be on the 'current' ARE 5.0 as I had scheduled it prior to Nov. 16 (Nov. 14) and then rescheduled for the next earliest available date Dec. 14. What a surprise when I got to the end of the test, all my questions were locked!
How is NCARB handling it? Between notification that my tests were cancelled on 10/15 and rescheduling there was no written or oral communication directly provided to me that my newly scheduled test was to be shorter and differently formatted.
Lesson Learned
If you want information you have to do your own research or reach out to NCARB. If you don't get a response, keep looking for one till you do.

NCARB has sent out numerous emails and held a number of NCARB Live events regarding the changes in the exam structure and the online proctoring option over the past few months. You may want to make sure your email address is current in your NCARB record. NCARB communicates directly with candidates by email, and also provides information on exam changes and updates on this online community, through blog posts at ncarb.org, and through NCARB Live events. ARE information is also available in the ARE 5.0 Guidelines and the ARE 5.0 Handbook.

My email is updated. For whatever reason I didn't receive emails nor any notifications of the events you mention in my email inbox, spam, trash folders. unclear why.
I understand it's my responsibility how I managed the new format. There are identifiers in the exam, but I misunderstood the implications.

I checked with NCARB's communications team. You opted out of receiving NCARB emails on February 18, 2020. You'll need to opt back in to begin receiving communications directly from NCARB again.
You can resubscribe through any previously received email. (You may find an old one in your deleted emails.) You can also subscribe at ncarb.org on the newsletter sign up page.
