the answer is b) c) e) and f). I understand all answers, but I don't understand why a) can not be an answer. Can anybody explain it for me?

^^this is correct above. Dampproofing is sort of like a "minimal waterproofing" approach. You'd use that when there's maybe a small amount of water penetration issue but not something as grand as hydrostatic pressure. In that instance, you'd do waterproofing - more intense and stronger.
