    The answer can be found in the demonstration exam, which I’ve copied here:

    United States Geological Survey (USGS) maps

    Topographic survey of the proposed site
    A topographic survey is essential for informing the site design, particularly for understanding potential grade changes or drainage patterns.

    Federal Emergency Management Agency (FEMA) maps
    FEMA maps can provide information on potential flood risks and drainage concerns, which may be reflected by sediment or debris deposits observed on the site.

     

     

    Regarding option D, the question specifies “before making a recommendation to the owner.” My guess is even if debris piles have already been collected on site, further geotechnical investigation represents a recommended action rather than a reference resource that can be consulted prior to making the recommendation. There are some "word game" in the ARE like this.
