    The question includes "the roof is 35 feet from the highest level of seating."

    The exception in the footnote allows roofs to have 0 hr rating if the roof is at least 20 feet above any floor immediately below, & as long as the occupancies are not Groups F-1, H, M, and S-1.

    The exception applies to all occupancies except for Groups F-1, H, M, and S-1. So for Occupancy A, this exception can be used. If the space in the question was a Factory, Hazardous, Mercantile, or Storage occupancy, it would need a higher fire rating based on the probability that there are some flammable items being stored on the level under the roof.

    Thank you, Benjamin. 

    The way the footnote is written is quite confusing. I read it as only for those occupancy groups.

    Yeah but it says "except", this is quite common in IBC because it's easier to list 3 occupancies than the 7 ones it DOES apply to.  It's just how they operate.
