I JUST CAN NOT AGREE WITH THE GIVEN ANSWER. What am I missing?
Cost to manage, excavate, and dispose of hazardous materials, at the direction of the Owner's environmental consultant.
Why is the answer not "Unit Price" or "Contract Sum" which the question does not have?
As far as I understand, the amount of hazardous materials that need to be removed is usually unknown. But the unit price for providing this service should be known.
Plus, according to AIA A201 3.8.2.2, "the Contractor’s costs for unloading and handling at the site, labor, installation costs, overhead, profit, and other expenses contemplated for stated allowance amounts shall be included in the Contract Sum but not in the allowances; "
So shouldn't the labor cost to remove the hazardous material be included in the Contract Sum instead of being a part of the allowance?

Hi Yuan,
Unless they already know the site has hazardous materials, I think this is correct. So IF hazardous materials are found the environmental consultant is in charge of it. A general contractor is not going to include it in their bid, so reserving an 'allowance' for it, just in case, is good.
