Can the contractor submit a Change Order?
I am confused by one of the questions on NCARB's CE Practice Exam. The question has to do with weather delays causing the contractor to request a time extension and the correct answer was that the architect should "request a change order from the contractor for 21 extra days." I understand that weather delays are outside the contractor's control and that this extension should be granted, however I thought per AIA A201 the architect prepares the change orders - would there ever be a situation like this where the architect requests that the contractor prepare the CO?

The architect technically requests a change order proposal from the contractor. They may formally do so in an RFP, request for (change order) proposal. The architect and owner accept the proposal (or not) on a formal change order document and the amount, or the time extension, is reflected on the next pay request.
I don't know if the options had any other language that would make them a better choice, but yes, informally (and usually verbally) one just asks the contractor for a change order.

Is this stated anywhere in the contract documents or AHPP? I cannot find any info on this matter of the contractor preparing/requesting a Change Order...
I found another post on this forum with conflicting information! where someone else commented "5. As far as I know, a GC would never submit an RFP to an architect. The owner sends out RFPs to architects when they want to find someone to design their project."
NCARB Could you please provide clarification on this topic?
