  This is correct.  The other 3 items relate to quality control, not the time factor.

  What is your question??

  It's very easy to spend too much time on something if nobody is watching the timesheets and looking at the project's progress.

  Hi Yuan,

  I think B is not correct because the milestones could be completed either UNDER the budgeted hours or OVER the budgeted hours.  Being profitable is about keeping track of time and resources spent and making sure the hours stay within the project budget. 

  If the question asked only about the schedule or quality control, then a checklist for milestones for SD, DD and CDs would be appropriate.
