I am currently doing a lot of LEED projects and CALGreen projects. Commission (Cx) is required for both LEED projects and CALGreen projects. In an over-simplified sentence to define Cx: It is a process to verify and test the systems to make sure they will work as intended. Cx often includes mechanical, plumbing, electrical and landscape commissioning.
There is a Commissioning Agent (CxA) for Cx work. A CxA agent can be an architect or a mechanical engineer, or another qualified person in the project team.

I believe it's covered in both Ballast and AHPP.
One thing that helped me was googling a large reputable commissioning company and reading through their website. They do testing, adjusting system settings, programming, and training facilities staff to maintain the selected systems after installation. If the HVAC is supposed to be 90% efficient, they make sure it's running at 90% efficiency.
