Division 00 part of specs?
It is my understanding that Division 00 is part of the project manual, but NOT part of the specifications.
Pasted below is a question from NCARB's PDD practice test. Can someone explain why NCARB's explanation states that this Division 00 item is located in the specifications? I'm not disputing the correct answer to the question. Just trying to figure out if there's something I'm missing regarding Division 00 as it relates to specs.

The General (and Supplemental) conditions are part of the Project Manual, but the Specs start with Division 01. Division 00 comprises procurement and contracting requirements. The General Conditions (A201) do not get modified (or signed). The typical conditions are in the A201. You should definitely read it, if you haven't already. If there are owner specific conditions (let's say the owner wants to pay monthly on the 8th of the month instead of the 1st or something odd), then a Supplementary Conditions doc gets added to the contract conditions.
The specs are divisions 1-49.
