The most stringent code - what does that look like?

i know that we architects have to follow the most stringent code for our projects, but how do i determine which code is the more stringent one? the following is a screenshot of the practice NCARB Programming and Analysis Exam:

the yellow highlights refer to the AHJ's code while the other answers pertained to the 2010 ADA code.

so my question is why is 72 inches more stringent than 56 inches? i thought that being more stringent meant as small as possible? or is it supposed to be the larger number is more stringent??

If you read the question carefully, you will understand:

It is asking for the MINIMUM size, so the largest of the minimum size IS the most stringent.

If it is asking for the MAXIMUM size, so the smallest of the minimum size IS the most stringent.
