  • If you read the question carefully, you will understand:

    It is asking for the MINIMUM size, so the largest of the minimum size IS the most stringent.

    If it is asking for the MAXIMUM size, so the smallest of the minimum size IS the most stringent.

    The “maximum size” is the most stringent because it is the smallest of the minimum makes absolutely no sense! Sorry. It just doesn’t. (Also, you’d never be asked what is the “maximum” size that can be built from an ADA accessibility POV.
