Atrium Fire Rating

I know the typical separation between an atrium and an adjoining space is a 1-hour fire barrier if it does not meet any exceptions.  In studying the code requirements for atriums, the code notes that if an atrium is only 2 stories, and is an occupancy group that does not require smoke control, then it does not need a fire barrier to separate adjoining spaces.  Does this mean since there is no fire barrier required that there is no fire rating required between an atrium and adjoining spaces?
