paint samples are submitted in what phase

AHPP explained that in SD, everything is chosen conceptually, like systems, materials, narrative specifications, etc. And then by the close of DD phase they are "DETERMINED", like MEP systems, materials, specifications. Basically everything is determined and is less likely to be revised in DD. Now the question is, when are the  paint samples submitted? are they also submitted in the DD phase? My answer is the CA phase, because paint samples are like shop drawings that are submitted by the contractor to the Architect. So when we dont have any contractors in the DD phase yet, how can paint samples be submitted in that phase?

Can someone please clarify?

  Products, materials, systems, etc. are all selected (i.e. specified) during the design phases (except for in the case of delegated design, but that's an exception). Specifications are not fully completed until the end of CDs. Submittals all take place during the CA phase.
