IBC chapter 5 regarding mixed occupancy

In IBC chapter 5 table 504.4, it illustrates each occupany's capable storey under certain construction types(see below). Here I also have a page from the commentary, it says the storey numbers is actually counting from the ground plane.  Now I am confused.

Could anyone explain this to me, thanks a million in advance.
