Clay for Earthquake Prone areas?

Is clay a better soil in earthquake prone area? I came across this question in one of the resources and it mentioned clay is least susceptible to liquefaction during a seismic event. I am confused as I always thought clay is least compatible for buildings and earthquake.

Can someone please clarify?
