I thought the first retake was $52 and then anything after that was $103. Did they change that and its now $257 every time.

  I think you may have mixed up the rescheduling fees with the exam fee - you can reschedule a booked exam appointment once at no cost, if you have to move it a second time, the fee is $52, if you move it a third time, the fee is $103.  There are a few other things in NCARB's fee schedule that those numbers correspond to as well:
