    Hi Daveoneill,

According to the AIA contract document B101, Article 1 Initial Information, 1.1.9 The Owner shall retain the following consultants and contractors: .1 Geotechnical Engineer: .2 Civil Engineer: .3 Other, if any: and 1.1.11 The Architect shall retain the consultants identified in Section 1.1.11.1 and 1.1.11.2: 1.1.11.1 Consultants retained under Basic Services: .1 Structural Engineer: .2 Mechanical Engineer: .3 Electrical Engineer:

So, based on the AIA contract document B101, under Basic Services, it's the Architect's job to retain the consultants of Structural, and MEP, and the Owner's responsibility is to hire Geotechnical Engineer and Civil Engineer. And you asked since when. I believe that they talk about it at the very beginning of the project when the Owner ad the Architect negotiate and sign the contract agreement of the B101.

I don't know the context of the question that you took, it sounds unusual for the Owner to assemble a team like that.
