    Because the contractor and Architect haven’t agreed on a solution yet, so you issue a construction change directive or CCD.

    The main goal is to keep construction on schedule. The owner is also committed to this change occurring. A change order will delay this revised scope waiting for approvals from all parties, while a CCD would get this scope expedited to continue construction without delay, while accounting for the added cost to be worked out later.

    Making small changed to a framed wall layout can be done with no deliberation or redesign, so CCD is more appropriate, it forces immediate action and maintains schedule. A change order introduces a chance for negotiation, where the contractor can whine about the price and impact of changes and slow down the schedule.
