plenum depth vis-vis-beams and girders?
beam is the primary structural element and girder implies the secondary structural element?
is it always the case that in a plenum depth situation the girder is in-line with the beam so you would not include the girder depth in a calculation for plenum depth?
are there other assumptions in structural like this? does this apply whether it is steel or concrete or are there signals where you would do one or the other?
or always exclude the girder depth?

I understand what you're asking, but in my experience, you will definitely be able to tell from the drawing they give whether or not structural elements run underneath one another, or, if they bear into each others side (like two beams meeting). If another beam was running under another beam, the drawing would be clear enough, such as with a dashed line that is clearly running below another one, or the question would tell you this in the wording.
So with respect to this, once you know which condition you have, just go with the deepest depth you're given and use that for the math that you'll need to do for the plenum space. Hope that helps.
