Occupancy Classification for Senior Living Facility
I need some help to interpret the correct occupancy group for senior living facility/housing. Should it be classified as group I or R ?

This is not necessarily a straightforward answer. There's a main factor at play here with regards to the level of care received, how much assistance these people need physically (i.e. are they capable of self-preservation), any mental issues, and how many people are being cared for. The code has all of these criteria that you must know the answer to before you can make this determination.
If you have not already, I highly recommend taking a look at the IBC Code Commentary, they really do an excellent job of explaining all these criteria and Use Groups and when you should pick one vs. the other. They particularly explain the intricacies of senior living as well.
