question about comfort zone

Hi Guys, I'm studying Building Construction Illustrated and cannot understand a sentence in page 11.04. The sentence is "The higher the MRT of the surrounding surfaces, the cooler the air temperature should be". I don't know why. I hope some one can tell me the reason. Many thanks in advance!
