Anyone knows why the answer is A and C? Why is not the answer A and B. 

Per B295, term 9.3.3(2nd screenshot), "budget control" is under contractor's primary responsibility.

I know in the IDP, owner and contractor take part in design too and I know the question is asking "primary responsibility". I still think architect's design responsibility is more than budget monitoring task. Therefore, I think B is better than C.

Please let me know. Thanks.
