When conducting a Life Cycle Analysis, do you include the monies spent on the system?

It's my understanding that Life Cycle Analysis does take into account every aspect of the system cost. This is why we're often faced with questions like....
System A costs $100 to start but $300 a year to maintain and it has a life expectancy of 10 years.
System B costs $500 to start but $50 a year to maintain and it has a life expectancy of 3 years.
Which is more cost effective?
