PjM fail "Resource Management"

Just took Pjm and failed - my score report shows that I passed every category except for "Resource Management"  - any recommendations on studying for "Resource Managment" which includes:

1.1 Determine criteria required to assemble team
1.2 Assess criteria required to allocate and manage project resources

It felt like learning definitions and basic scenarios/logic wasn't enough for this category, that I need to figure out a way to practice actual application of different scenarios. Any study resources do this better than others? I've done Black Spectacles practice exams and ppi2pass flash cards/review material.

  I would say don't be discouraged. I failed twice before finally passing the third time. Make sure you know all the materials before the exam and take multiple practice tests from Ballast and Black Spectacles. If you really feel desperate skim some of the primary sources recommended by NCARB. Reread AHPP. Above all, remain calm and confident during the exam. Dont Panic.
