    The bigger issue may have more to do with acoustical performance at that location, not rules about where walls are allowed. Was there an image with this practice question? if so, know that if you have a noise source (truck) and a receiver (person with ears on a balcony), the least effective place for an outdoor noise barrier is halfway between them. The most effective location is as near as possible to the noise source or as near as possible to the receiver.     Thank you! Very helpful. I can't seem to find the image from my notes I came across this question in a Ballast practice exam.
