Is Certificate of Occupancy required before Issuing the Final payment certificate?

Hello All,

In Ballast 51-3, it says that the architect must receive the certificate of occupancy as issued by the building department, before authorizing the final payment. 

But later I got a practice question asking what must be issued for the release of the final payment? and the certificate of occupancy is a wrong answer. 

I am confused.... please help! Thank you!

  As far as I know Certificate of occupancy is not required for substantial completion and is issued by building official, BUT its normally submitted by contractor at FINAL COMPLETION.

  Substantial completion requires that the facility be ready for its intended use.  Buildings completed without an interior fit-out can be handed over to the owner as their intended use is fulfilled but not ready for occupancy.
