Is Certificate of Occupancy required before Issuing the Final payment certificate?

    As far as I know Certificate of occupancy is not required for substantial completion and is issued by building official, BUT its normally submitted by contractor at FINAL COMPLETION.

    Substantial completion requires that the facility be ready for its intended use.  Buildings completed without an interior fit-out can be handed over to the owner as their intended use is fulfilled but not ready for occupancy.
