Certificate of Substantial COmpletion/ final payment during project closeout/ follow-up.

    There is no "certificate of final completion." Like any other payment the contractor issues an application for payment for review by the Architect and then the Architect issues a final Certificate of Payment to the Owner.

    Based on A201 9.8 Substantial Completion:

    The Contractor will submit to the Architect "a comprehensive list of items" and the Architect "will prepare a Certificate of Substantial Completion"

    By the way. Based on the AHPP page 733, there is no "No certificate of final completion, final inspection report, or any other written representation of completion is created or issued." The only thing the architect will provide is the  Final certificate for payment.

    Thank you for your comments. Sorry that I made a mistake to type "certificate of final payment" into "certificate of final completion". What I'm really confused is who will retain these certificates/ copies during project closeout.
