Fire safing is the insulating material, typically used in fire-resistive joints and are just one type of material used in a fire stop assembly. Fire safing is used in any cavity (i.e. perimeter, head-of-wall, floor-to-floor, etc.) between the slab and a wall or any cavity that would allow the transfer of fire.

Fire-stopping is the complete, tested assembly for membrane and through penetrations, and a variety of joints  They typically include one or more materials, and are given hourly ratings, determined by testing.
