    In Construction, the Architect is the Agent, it represents the Owner. One of the functions of the Architect during the Construction is to inspect that the construction is going as stipulated in the Contract Documents. The only one with the right to stop the work is the Owner.

    If your question is if the Architect can suspend the services he or she is providing to the Owner without a cause, the answer is no, because the Architect would be breaching the contract. If the Owner fails to pay the Architect, then services can be suspended through a written notice, you cannot do it without informing the owner (that is what I have been reading).
