Ramp slope and handrail requirement

Yong, I came across that as well. I believe what IBC 1003.5 is telling us is that there needs to be a delineation between the sloped portion of the floor and the adjacent level floor. I interpret it to be a visual cue since it is on the egress path (people could be in a panic) and a change in level less than 6" is hardly noticeable if the floor finish does not contrast.

IBC 1012.8 is discussing ramps on an egress path with a rise greater than 6" needing hand rails without exception.

The difference between the two sections is that they are giving us the option to not use handrails, instead simply a contrasting floor finish for rises 6" or less. Hope this helps a bit.
