Owner provides a date when they need the completed building prior to construction.  GC's should be aware of this when creating their bid (in case they need more labor than would be normal).  Their schedule should fit within the owner's needs.

It depend on how the question is made. The owner could sat a date but the CG could make the owner understand about other issue and the significance of have a different completion date. The owner pays and the owner, with the counseling of the architect can determine that certain amount of weeks or months or days are  sufficient. The GC knows the owner's expectations on when the owner needs the work to be completed when he/she is bidding.

The answer, as many answers in the exams, depend on how the question is made and what the choices are.
