    Based on AHPP, Bottom-up is more accurate.

    top-down is a rough ball park. only use it when you have a rough idea on what the budget is. It's less collaborative because you don't ask team members how long it'll take them, they need to get it done within that given time.

    bottom up is more collaborative (since it assigns who's doing what task) and is more accurate. Because you can ask your team members how much time it'll take them.

    Think of top up as the long slow climb up the hill, tedious and accurate. Bottom down is like sliding down the hill. Quick and easy.
