Green Roof structural challenges in strong wind areas

I doubt this would ever be an issue, though in real-world applications I would make sure the proper engineers confirm. I found this article and there are several others just from searching for it on Google:

    Lu Han,

What is your primary concern for this question to arise? Did you see this question in a study guide that provided an answer that is confusing or something? The only thing I could think of that would cause a vegetated roof to be a problem in a high wind area would be its angle. For example, in South Florida we're not allowed to have vegetated roofs on a slope greater than 30 degrees, not to mention it can't even be called a vegetated roof, but rather a "planter" in order to pass building plan review!
