    From what I can tell from the images, Group 2 only contains a total of 96 units:

    1. Three Type A Building at 24 units per building: 3 x 24 = 72 units

    2. Two Type B Building at 12 units per building: 2 x 12 = 24 units

    72 + 24 = 96 units provided in Group 2. 

    Since the problem states that Phase 1 build out is to have Minimum of 100 units; Choice B is incorrect for the stated problem.  All units are on the existing road, and all are located adjacent to a lake, but the minimum unit count has not been met.

    Choice A with a total of 108 units would be the correct answer.

    abruno and nobiewan are spot on - of the options that give you at least 200 units, only #1 is also on an existing road and adjacent to a lake/lakes.  I wouldn't get pedantic about #2 being adjacent to two lakes, the question writers aren't going to be that kind of pedantic.  

    The fastest way to do this kind of problem is to filter out the answer choices that can be eliminated without doing the math, and then do the math among the remaining options.

    Thanks all for the responses, the confusing part for me is that in the question, one of the requirements is that all residential buildings be located on the existing road. Group 1 has a 12 unit building not on the existing road. The explanation from NCARB does the math, but it does not explain why this building gets a pass.

    With programming, sometimes you cannot meet all the requirements, but if you can find the most 'appropriate' option that meets most of the program requirements, that's better.

    The other three options have more left out of the client's program requirements than Group 1. In Group 1, 12 units are not located on the existing road, but they help meet the minimum amount of units and are adjacent to a lake. Group 2 doesn't meet the minimum 100 units, Group 3 has 114 units that are not adjacent to the lake, and Group 4 has 228 units not located on the existing road.

    Group 1 has a 12 unit building not on the existing road.

    If you look closely on the plan, the development includes parking  that connects it to the main road. It's not the best wording but it's really there to tell you, it's not group 4.

    abruno168 Thank you for the clarity of your response. Your explanation of PA being about meeting the most "appropiate" option has really changed my clarity and mentality on how to answer these questions.
