NCARB O Setting AXP Submission Question

I have a question about the wording of the requirements for experience hours between A and O settings:
Is the NCARB website set up to enforce the requirement to have a minimum of 1860 hours in setting A or a maximum of 1880 hours in any other setting (O)? I have 3748 hours in setting A and have been working in setting O (State University Facilities Planning, Design, and Construction Office) under a licensed Architect who has been approving my hours for over a year. My work at my current job has included all experience areas except Practice Management. I need another 65 hours of CE experience, but the website is not letting me submit any more hours for AXP credit since it would total over 1880 hours. So my question is about the wording of the requirements and if it was properly represented in the website formula parameters. Is it a minimum in setting A or a maximum in setting O? If the requirements are a minimum in setting A, then the website should not be limiting the total O hours. If it is a maximum in setting O, the the AXP Guidelines publication has the maximum O hours separated by opportunity type, but the AXP reporting system does not. I really don't want to have to leave my job and go back to work for a firm just for 65 hours of CE experience. I can't find any clarification on this and so am looking here for any input. Please advise. TIA.
