HOW TO CREATE A STUDY GROUP?

Can anyone please advise as to how study groups are created, maintained, and operated. I am asking because I would like to create my own study group since no one has contacted me but I keep seeing request for study groups. Where are they? Where are we studying? Why does it take so long to get things going? Study Group Creation Guidance would be greatly apprieciated.
