    This question stumped me too when practicing for PA. Ultimately, the question is asking what the firm should recommend, not necessarily perform or carry out, in their design.

    For the answers, 2 and 3 make sense in regards to the new development's incorporation within the existing community. 4 is a non-factor since it only benefits the new development, and 6 would limit the homogenization of both new and existing. 

    I did the same as you in selecting 5 as the third answer, however 1 takes into account how the future of the area is maintained and taken care of by both commmunities, as well as the open space being shared by both communities (benefits both the new and existing). The limitation of design for cost savings only benefits the new development, rather than both new and existing.

    The question asks about strategy. The correct answer was "understand capabilities of future management." Your incorrect answer was "reduce initial economic impact." This answer makes an assumption that economic impact is a developer priority, but that's not stated anywhere. I flag these confusing logic questions and come back to them.
