The reason Type II-A and III-A are not the best options is due to the limitations placed on the maximum stories allowed in the table. II-A allows 5 stories max and III-A allows the same.

Type I-A podium allows two stories under a type that has no limit if sprinklered in R-2, and Type V-A allows 4 stories above, reaching the max allowed of 6 stories and maximizing floors and overall building square footage per the client's request.

The podium construction allows the architect to build the Type V-A classification to its limit above with 2 Type I-A stories below where there isn't a limit if sprinklered, or however many are able to be built under the conditions of construction (ex: R-2 non-sprinklered with 2 stories of Type I-A podium and 4 stories Type III-A above).

Thank you for the detailed explanation. I have not considered the possibility of a two-story podium.
