What should the architect issue to bidders?

The answer is Addendum that defines the changes and extends the bid due date.

However I was under the impression that according to A701 that the last day to issue addenda is no later than 4 days piror to the date for receipt of bids?

  True that A701 states that it is 4 days prior to issue an Addenda for everyone  but if you keep reading article 3.4.3 it states unless it is an addenda requesting postponement of the bid date which is what should be done to extend the time for rework.
