Contractor’s Involvement During the Construction Documents (CD) Phase
The AIA form B101 state that, the contractor to submit submittals 3.4.1
But the following statement at 3.4.3 describe the the bidding
So why the confusion?

In 3.4, it refers to materials used during bidding (like bid forms, instructions).

In Construction Phase (Article 3.6), “submittals” refers to shop drawings, product data, etc. submitted by the contractor after the contract is awarded.

newyork56 The mention of submittals and bidding materials in 3.4 is intended to reference the work done during the Construction Documents phase, which is in preparation for bidding and construction. Note the last sentence in AIA B101 Section 3.4.1: "The Owner and Architect acknowledge that, in order to perform the Work, the Contractor will provide additional information, including Shop Drawings, Product Data, Samples and other similar submittals, which the Architect shall review in accordance with Section 3.6.4."
Section 3.6.4 then goes on to outline the specific responsibilities regarding submittals, to be performed during the Construction Phase (3.6).
