Provisional fail to a pass
Have any one of you heard about having the actual result a pass after receiving a fail report at the end of the exam. I took PA on Tuesday and during the exam I was pretty confident that it was going well. I was shocked to see a fail report.
any insight what to expect does it ever change.

Nope. Looks like you were just off by a few questions. I assume the provisional fail/pass is automated, while a human validates your exam score before issuing the official result.

NCARB offers preliminary passes and fails for a quirky reason. States are the only entities officially permitted to bestow professional licenses (with a few exceptions for interstate commerce like airline pilots and securities traders). So they give you a preliminary pass/fail because they’re not allowed to give you a final one. If I’m wrong about this, please correct me, NCARB. It’s a “10th amendment to the Constitution” thing! Weird, right?

The score provided on the score report you receive through your NCARB record is your official score. It is untrue that NCARB is prohibited from listing your final, official score. While it's true that your Board issues your license, all 55 jurisdictions accept the official score listed on your score report.
The provisional score is considered provisional because exam results go through a final forensic analysis prior to being posted as final on your score report. I hope this helps to clarify.
