I chose A as my answer, but I would like some additional clarification on this problem.

Is the correct answer determined by the distinction between "Direct" vs. "Recommend", or is it based on the statement:

"The G702-1992 pay application shows a $10,000 fee for the sheet vinyl work completed. – Case Study Attached Document"?

Both A and B seem similar, but I chose A because it aligns with:

"The Architect has the authority to reject Work that does not conform to the Contract Documents. – AIA 201 4.2.6."

I’d appreciate any further guidance on this.

  Hello,

  Looking at this question in isolation.

  Because there is no contractual relationship between architect and contractor, architect cannot tell contractors to suspend construction. A will assume extra responsibility on the architect. 

  "Rejecting non-conforming work" won't happen in this stage because the cause isn't clear.
