Could someone explain why Eningeering was considered a soft cost and was calculated with the 5%?Thanks!!

  Hard costs here are defined as "cost of materials and labor" to construct the building. The engineering is not part of that because it's not directly part of the construction means and methods to create the building; rather it's an item that is a soft cost of construction coordination, similar to architectural services.
