Hi all,
Would you please help me to understand better the reason that NCARB pick the owner insurance as correct answer while the cause of fire was sub-contractor negligent ?

The reason that the owner's property insurance is the answer is because the damage was caused by fire. The insurance is required to be maintained per the contract and covers damages to the property, in this case caused by the fire.
It wouldn't be the other two options, as both of those have to do with liabilities rising from errors and/or omissions related to the work the sub and GC are contracted to perform. The cause of the fire is probable to be from an ignition spark, leaving it inconclusive if it's due to faulty work or an unkempt site.

If you read the insurance section of the AIA 201 agreement implemented for this case study project, it states that the owner's insurance will cover fire damage- I don't recall the exact section number, but I recommend reading through the insurance portion of the AIA contract. It says it pretty clearly, but it's a pain to find while racing against the clock on the exam.
