Certifications od final payment and certification of substantial completion
I am studying for CE exam and I have few questions:
1. what document is required from contractor before issuing the final certification of payment?
2. When the punch list shall be prepared, before substantial completion or after or during the period?
3. when warranties and Maintenace manual shall be provided from contractor?

1. G706 Affidavit of Payment is one document certifying that all subs and related contractors under the GC have been paid and no liens or claims will be filed against the owner for non-payment of work related to the completion of the project. Any final Change Orders should also be issued and signed to verify final contract sum amounts are captured in the final Certificate of Payment. Consent from the Surety also will be needed if bonds are used on the project.
2. Punch list will be prepared by the GC at/during substantial completion as the final portions of the project required before the owner can attempt to obtain a Certificate of Occupancy or occupy the space for their use.
3. During project closeout, the GC will provide the owner with warranties, manuals, potential training procedures, etc. to the owner and their team as part of the turnover process.
The A201 contract is a great primary resource to study and outlines some of these procedures, as well as some of the scenarios that factor in delays, extensions, etc.
