Is there an additional time built into the exam to navigate the case study' references or resources before looking at the related questions of the case study?

Unfortunately, there is no additional time built into the exam to accommodate reviewing case study resources. You are expected to navigate any provided resources within the overall exam time.
Take a look at the ARE 5.0 Guidelines for specific time allocations and total items per division. Take the test duration and divide it by the total items, and that will give you a rough estimate of how much time you should be spending per question. For example: In PcM, you are given 160 minutes to answer 65 items, which gives you roughly 2.46 minutes on average for each question. Some questions will require more time (i.e. case study questions) and others might be quicker to get through, so you could establish a rule of thumb for yourself. For instance, you will spend 3.5 minutes on case study questions and 2 minutes on non-case study questions, which leaves you a bit of time to double-check all your answers.
In general, it is important to go into the exam with a game plan of how you will approach the questions (i.e. chronologically or case studies first) and how much time you should spend on each question/section. Set milestones for yourself so that you can do quick check-ins to monitor your progress and make adjustments as needed to get back on track.
I recommend you practice your time management with practice exams that simulate the real ARE. That way, you can put various strategies to action while up against a clock. You want to become very familiar with navigating the exam items, available resources, and tools efficiently so that you are comfortable on exam day.
