    I would think D and F are incorrect because Geotechnical reports deal with sub surface conditions and the issues presented in the question are all issues of erosion and drainage across and on a site and an adjacent site; USDA maps are concerned with agriculture related issues and not issues related to erosion or water movement across the site.

    Geotechnical Investigation Report. Are not regarding erosion, the form of the land, slopes, adjacent rivers, etc. Geotechnical report is more about the quality of the soil for construction porpoises. This would be after the site is selected to define if the land is clay, sandy clay, we have bedrock, water table, etc.

    Department of agriculture Survey. Have information from landowners, and type of soil regarding for agriculture and other information but is not helping to answer the problematics mentioned. 

    Another thing to say is that maybe you can use some information from the Geotechnical and Department from agriculture, but remember you need to select the BEST answers. The question can translate: You need to know the path and quantity of water in your site natural or unnatural. So, knowing the Topography is 100% important, FEMA is 100% important for knowing where and when does the water come from (Hurricanes, Rain, Floods, etc), and Geological is the same as topography for adyacente lands which could potentials affecting the erosion of you site if the water is not properly controlled.  The key word for your question is EROSION. Now read this different example, A client in a terrain with a lot of slopes asking that a portion of the land have collapsed, his house is settling from one side, and the vegetation is dying without specific reason, then you can choose Geotechnical Report and USDA, because you need to know the type of soil.
